I am sending this to Health & Human Services as it is related to health care (fraud and patient abuse) and to the Department of Justice as it seems to involve (possibly interstate) criminal conspiracy related to health care businesses.

The the attachment (one of many describing criminal conduct) describes the recently defunct Arkansas Continued Care Hospital (ACCH) in Jonesboro, Arkansas. The patient death rate at this physical rehabilitation facility was approximately twenty times the statistically expectable rate of one or fewer per year. I was inside the operation and witnessed the nature of the operation responsible and fraud (insurance, Medicare) was clearly a factor.

The Arkansas medical boards, attorney general and governor have refused to even investigate. While the hospital recently closed I have files from my investigation of five years and can identify the operators and employees. If the parent company in Texas hasn't destroyed the records those can be obtained by federal investigators and insurance companies can provide billing records.

I can provide a most likely incomplete list of over 150 deaths and death certificates should be examined since deaths in such a facility should have unusual causes - e.g. accident or homicide. In my experience homicide (manslaughter by medical malpractice) was almost certainly the case in some. My files are at your disposal and I will assist as I am able.

As the hospital is now closed time is critical as records can disappear and the memories of witnesses become less reliable. In addition I am elderly in in less than optimal health. If you are amenable to communication by email you can use this address: sklawrence@myndcryme.com

I realize that a large number of hospital patients dying in a rehabilitation facility (ACCH was housed in an old hospital plant but had no hospital functions - emergency room, intensive care unit, surgery or other risky activities and patients were admitted in stable and improving condition) seems improbable but the deaths occurred and there is no other explanation for them other than what I witnessed. I am prepared to offer my professional resume and character references to dispel any suspicion that I am yet another crackpot or malcontent with too much time on his hands. I am at your service.
